Drafty floor boards...still

Hi,
Quick question to those who have an opinion - looking to bounce my thoughts from some practical people :D

Im looking for advice RE: drafty floor boards

Currently have underlay, carpets and insulation on chicken wire for suspended floor.

History:

2009 renovated my 1930s house.
1.Had to replace downstairs floors due to woodworm
2.Replaced with pine - but NOT T&G - there are gaps.
3.Took opportunity to lay chicken wire and insulation
4. Laid down new pine boards (was thinking sanding and vanishing)
5. Ended up underlay and carpets

Currently suffer from very cold floor and drafts, so looking to revisit situation.

Think my insulation was not very densely packed between joists
Didnt lay a air+vapour control barrier(AVCB) (on warm side)

My thoughts either:
a. lift boards re-do insulation and install AVCB.
b. put AVCB ON boards, leave boards/insulation.
c. just Duct tape gaps.

Any advice greatfully received.

A simple and cheap improvment is to lay hardboard over the boards, staple/pin in place seal joints with tape and run mastic around where the skirting board meets the board. no more draughts!
