Drainage going through foundations

Is this a good method of protecting a drain that passes through foundations?

why is that woody? was passed by BCO but I've personally never seen this before and doesn't quite match thames waters requirements

Because the foundation is now spilt by a very wide and very deep gap, creating uneven loading on the ground and a weak point vertically above.

Pipe only needs to be wrapped in 2+ inches of loft insulation and the loft insulation wrapped in polythene.
 
think of a joist -when a pipe goes through it -a hole is drilled through the middle not a big notch out the bottom
