Draining a hot water tank

Hi there, I have to drain my hot water tank as it is leaking. I have been able to close the gate valve on the hot water out, but the valve on the cold in which connects to the bottom of the tank is seized. Will the tank just keep filling up as I drain it?

Maybe I'll work on the valve again and see if I can get it to close. Just to be certain, this is the solitary pipe that runs from the loft down to the bottom of the tank? My drain valve is separate so its not connected to that.
 
Give the gate valve a hard time and it's shaft will snap.....it's easier to tie up the tank ball valve and wait for it to drain.

I guess he's more worried about introducing a load of air into the pipework after draining down the cold tank.
 
Do it properly-

either drain or bung the cold water storage tank, & then change the useless gate valve for a lever ball valve.
