Drips from flow and return on rear of boiler

I think "service" brings on expectations of what's being done! Depending on manufacturer and age depends on the "service" from little more than performance testing to stripping down and cleaning. Mainly around combustion and really doesn't touch on the hydraulic side apart from is it leaking

If said "engineers" saw the drips then that's a different matter! Was it on a service contract?

1: if you are on a contract to a home service company the "engineers" are on a tight timetable and will only carry out the most perfunctory services as their diarys are tightly managed, that's how they keep their prices low.
2: Independent "engineers" will more likely perform a more thorough service as they rely on their reputation and call backs are more expensive for them!

Yes it was on a service contract, and the engineer who saw the drips coming from the bottom of the boiler was there to fix the fan at the time. He said the rain was blowing back through the vent pipe and down through the boiler...

I bet they had under 40 minutes to carry out the "service" and didn't want to get involved in anything more so spun you a line

Cheaper for larger organisations to rattle through services and deal with complaints later
