Earth disconnected at swimming pool

hi, kids learning to swim and noticed this at the pool (earth wire disconnected) .... guess I should let the owners know or is it not a problem. Suppose if its not needed it should be removed?

Looks like an earth disconnected from the PILC or armoured sheath, but I've been wrong once before.

This arrangement certainly has issues but....

It looks to me like someone has "cut into" that SWA cable ... it seems to run up from the bottom of the photo & was perhaps diverted into the first Henley block. Tails come from this block to the next block which also connects to the "continuation" of the SWA... The consumer unit we see being effectively tapped off the SWA cable - not the most elegant way of doing it.

Perhaps the lower cable is the feed & the upper cable carries on to another load or distribution board? Now in this scenario it is the continuation which has lost its earth and not the supply "earth" missing..... but its another interpretation of what we see. There is also another "earth" cable which goes through the hole with the SWA. This may be terminated with the SWA into some distant distribution board - perhaps the "disconnected" earth cable only served to "earth" the armour of the SWA?

Cable tied onto this lower SWA is an "earth" cable. This could be the "incoming" earth or connection to an earth rod. We really don't know without seeing the bigger picture.

This certainly requires a "dose of looking at" but it may not be the Code 1 scenario that it looks like at first glance.

I'd let them know at least. If it isn't needed then it should have been taken out at the time, not left hanging around. I'd point out that it looks odd, and judge things on the reply I get.

Yes, that could be the case - but (since it might not be) the appropriate/necessary course of action is very clear.

Didn’t I spot a brown tail disconnected too?

I think there is a brown & a blue disconnected... and i think they go to the separate RCD in a box.

(the second tail is just visible in the very bottom of the second pic, touching the cable tie which holds the earth cable onto the lower SWA)
