Earthing Central Heating / Hot Water

Yes, it does look like a PME; but if it is there should be a conspicuous permanent label close to the meter. Is there such a label? I can see some kind of card there, what does it say?

Cheers mikely, This subject has turned out to be alot more complicated than i first thought.
