EIC or MWC ?

EIC for new installations or new circuits.
MWC for extra points added to existing circuits.

What about things like <3kw fused spurs on a Ring Final Circuit ?
eg Fused Spur off a ring final circuit feeding a dimmer and two wall lights ?
EIC or MWC ?

Any clarification appreciated
