Electric Element/Towel radiator

Hi is it possible to fit an electric element to a radiator without the radiator being attached to the central heating system. For example fill the radiator with a water/Fernox liquid and fit the element on the flow and a blank cap on the return and operate the power by a fused outlet with a switch.
