I moved house recently and there is a small water feature in back garden, the supply for this comes out of the house wall at 230v and a cable is clipped along the top of a 6ft garden fence up to a transformer at the water feature.
There is a fused switch inside the house for this, but what i wanted to know is this safe and legal, should it go through a transformer to lower the voltage before it leaves the house.
should the outside cable be protected with some sought of conduit ?

The transformer does not need to be inside. However, the cables should be appropriate for external use and all joints should be weather proof. The cables should be protected from mechanical damage if they are in a position where mechanical damage is likely.

You say fixed to fence, how, is this fence a fixed and secure structure?
What distance does cable run, cable size, cable type, fuse/MCB rating and type are also important?
When cables are routed outside, the environmental condition must be accounted for. Such as extreme whether, rodents, plants and potential accidental damage.
The cable would idealy have some form of mechanical protection and RCD protection given it's location.
But whether it's legal or not, would depend on if you have documents for the installations of this circuit to prove it complies and when it was installed.
