EPDM over felt?

I am re-roofing my leaky garage roof. I have purchased one sheet of EPDM to cover the whole roof (30ft x 13ft). I was going to remove the existing felt roofing prior to glueing the EPDM to the wood but removing the felt has proved an impossible task as the felt had been laid with hot tar. Is there any reason why I cant lay it over the felt,glue it where I can and cover it with stone chippings?

It just won't stick. And if you use bonding glue on felt it melts and the gasses bubble up the rubber.

No sorry, I wasn't going to glue the epdm to the felt, just to lay it over like a tarpaulin. There is a part of the roof that I did expose the wood boarding and I was proposing to use glue there. Then cover the whole roof with stone chippings . Is there any reason the epdm cannot be used this way please.
