expansion tank

Can anybody assist with a problem I have just noticed. Have had heating on a few mornings lately, today noticed a wet slab next to house, an overflow pipe above from heating expansion tank. Had a look inside tank and water is all scummy with froth around the inlet pipe. water level looks normal. A couple of months ago I emptied the tank, cleaned it out added some new corrosion inhibitor and refilled tank. I added the inhibitor as a couple of years ago system was partially drained in order to fit a new 3 way valve in the airing cupboard, twice as 1st one fitted was faulty, so thought system needed a top up. I asked the manufacturer if a full bottle would be needed, after explaining the facts, and they advised me to put a full bottle in.
It looks like water is coming back up the inlet pipe (I think) to make it frothy around the inlet pipe and cause the scum on the water, Not sure how it has gone over the overflow though. Any ideas on this would be welcomed.
