Ext Central heating Bond?

Our central heating boiler is on the back wall of the house. The pipework enters the house in 2 places. Just below ground level and under the floor to rads and underfloor on the 1st floor to HW storage tank.

As the pipework is coming in from outside does it have to be bonded back to the MET in 10mm? If so where should I bond it?

It depends.

Can the pipework introduce a potential into the property?

Is any of this pipework in contact with the general mass of earth or concrete floor etc?

It's insulated and sleeved so no ground contact.
