hi just fitted a light fan extractor in my bathroom. this was fitted to ease the condensation that formed above the bathroom in the loft space (last winter) today i noticed the condensation still there, the downlights that i have just fitted (5 of) have no insulation around them so this is open to the cold air . its says it is a fire risk to cover the spotlight, so steam from the bathroom will go into the loft ? have i made things worse etc ?

Allowing steam to go into the roof-void is JUST MAD.

Your down-lighters are pumping huge amounts of wet-air into the roof-space to attack the structural-elements.

I hope I have been sufficiently clear.

You must install an impervious layer (vapour-barrier ) between the two to stop this iniquitous process.
