failing flat roof

replaced the ceiling at the back of my house and in the process of doing so can feel a little bit of moisture on the ply under my flat roof, It's very slight but obviously has to be looked at. Ventilation is fine so I'm pretty certain the moisture is getting in externally. The roof itself is felt with stone chippings on top ( most of which are starting to blow off, the stones that is ).
any ideas??? Would removing the chippings and applying acrypol be sufficient??

I wouldn't recommend Acrypol for long periods, its really only designed for short term repairs. I would go for either a strip and refelt, or depending on how bad it is, a patch or a new top roll
