Fence/deck/paint/stain onto previously oiled wood

Hi guys,

About 4 years ago I put some decking on the wall to hide the ugly wall. I applied some Cuprinol natural decking oil and it looked nice, been neglected for a couple of years so starting to look a bit shabby. We also live near a main road so get quite a bit of crap from cars coming into the garden.

Anyway I’m looking to do something with it, I’m torn between painting (something like Cuprinol garden shades) or perhaps some kind of stain. Depends whether i want it painting a colour or retaining the wood look.

so question is what do I need I need to do to prep it first, is the prep going to be different for paint vs stain?

tried pressure washing it but makes zero difference, think it’s just going a combination of grey and muck from car exhausts.

looks to me like it still beads oil in places.

what are my options?
