fence with porthole windows for childrens garden area

I want to create a fenced off area with porthole windows to enable the children to see out over the rest of the garden. Want to create a wave shaped fence (e.g top of fence to mimic wave shape) and to incorporate round holes in the fence with coloured acrylic to create a porthole effect.

Any ideas as to suitable materials to build this as I need it to look good from both sides. Also how to go about creating circles to retain the perspex on each side and effectively make an imitation porthole. Needs to be weatherproof..

If you had one each side I expect you could use some sealer to hold the prespex tight

Yes, that's what sheds are made of. Well, tongue and groove ones, anyway.
