do i have to put a damp proof membrane in between the 75mm kingspan floor board insulation and the 75mm fibre floor screed?

I don't have a clue what you're talking about.

But, I do know that any DPC membrane needs to be the bottom/top layer of anything you may build/lay on top/below it.
