they basically use a central light source (often a 20 or 50 watt halogen lamp with a fan), and transmit this light through plastic fibres, whose ends re-emit the light.

It wouldn't be the main light source, but for long hot soaks in the tub!
How could I achieve the different light levels: from dim to bright etc and/or colour changes?

you cant reproduce the same effect, as fibre optic lighting unless you use fibre optic lighting. It has so many advanages, e.g can be used under water, damp / steamy areas.

The only similar thing i can suggest is go to your local b & q and get some coloured led lights, they are available, in 6 or 9 i think round or oblong, i have the round. They change colour, but in a bathroom i would bet the lenses would soon fall off, but some realy good glue would solve that problem
