My house is very old and has lots of painted surfaces that have seen better days with a significant number of chips to the paint.

Ideally I'd like to strip the paint completely as there are lots of layers but I'm concerned that the base ones may contain lead (two small children don't help).

Consequently, I'm looking for a filler to fill the chips before applying a new gloss coat. What's the best product for doing this?

most paint had lead in it up till 1969 ,so your house will have lead paint :(
as for fillers they depend on the size of hole's, or chips  but most fillers will cope with chips ;) polyfiller

You can you use a 2 part filler for cars.
It is easy
Cures quickly
And can be rubbed down easily.
Its not cheap
but ther finish is very good
