I converted two garages and toolroom into annexe accommodation on my parents small holding about 4 years ago.

If I went for final completion with the council I suspect the water rates for the whole property would increase.

There is one supply pipe from the road that feeds their house and also fed a tap in the garages (80 yards away), that feeds the annexe.

Water rates are based on a percentage of the rateable value of a property.

The annexe is part of the property and not separate.

Any ideas folks?

Fit a water meter, that way they will only pay for what they use, like the electric. You will be free of any rateable increase.

If they live alone, and are not heavy users i.e. constantly watering the gardens and washing cars, chances are they will pay less than they do already.
