Flat Roof repair

Hi,

Please could someone give me some guidance about repairing / replacing a flat roof.

Basically, the roof was new (18 months old), but badly laid and leaked. The guy who has come round (sent by the previous owner who I arranged a 5 year warrnaty with when I bought the house) has said he's planning to cut out the badly laid pieces, flatten / clean the remainder and then lay the new roof over what is left of the old one.

Does this sound reaonable (if done proefessionally), or should the complete old one be ripped up and replaced completely?

I'm only really looking for a confirmation as to whether his plan is feasible, as I can imagine different roofs can be in different states of decay etc.
