Flush problem

I have a problem with the flush on my toilet. The water inside the cistern seems quite low, but when you flush there seems like a lot of water comes into the bowl. the main problem is, despite the apparent amount of water produced when the flush is used, the toilet often doesn't carry away all of the waste, leaving toilet paper in the bowl.

the water and the contents don't rise when the flush is used, so I can't work out if there is an actual blockage anywhere, or where it mght be.

Any suggestions? I currently can't flush away some toilet paper waste.

Adjust the ball valve so that it allows the cistern to hold more water, there should be a line on the cistern wall to indicate fill level.

Try that but if you have a close coupled loo then you will always struggle to clear all in one flush :(
