Foul Inspection Chamber

I need to connect new toilet drain to existing exclusive drain ( 110mm pvc) and hence the need for an inspection chamber. The problem is the proximity to the wall wont allow it. An alternative is to connect at a shared 160mm drain a little further away but still on my property. My question is Am I allowed to break into this shared drain without permission and is there on the market an inspection chamber that allows a 110 inlet into a 160 chamber?

If it's a shared foul run then it may well be the property of the local water company, in which case no you're not permitted to alter or connect to it without their permission.
 
Why does it need to be an IC at the connection? Why not a branch and rodding point?
 
I understood that building regs insist on an Inspection chamber at all junctions - am I mistaken on this?

Yes, and no.

The requirement is for access at potential blockage points, preferably via a chamber. But practicality does come into it.

Access via the stack or stub stack or a new rodding point are options.
