I'm putting down a new footpath finished with small slabs and the ground is clay. I need a foundation and am not sure if it should be drylean or concreate.

If it's a foot path, or even a domestic drive, you don't really need foundations, some compacted hardcore will be ample. 100mm for a drive, a path I'm not even sure I'd bother. Just some and to level it out.
