Fuel Problems, Fiesta Zetec

My son has a Ford Fiesta mk4, 1998. 1.25LX, I think this is the Zetec engine. He has broken down several times recently. Two of the AA men pointed at the fuel system. He has had a couple of garages look at it. The latest said that it was the fuel pump not starting when the ignition is switched on, he is saying that we need to change the ignition switch. There are no other electrical problems, does this make sense? How can a faulty ignition switch just affect the fuel pump? Is there a fuel cut out switch on these. I had problems with this on a Galaxy of mine once.

There is a fuel cut off switch located behind a little hole in the kick panel in the passenger footwell (near the diagnostic port flap).

Not sure if it would be the cause of the problem though.

Is this an easy thing for a reasonably competent amateur to do? Anythingw e should look out for?
