Garden fence repair

My side fence is falling down as the posts set into concrete have rotted. I am considering the best way of repairing it and it seems getting it all out of the concrete would be difficult. I am wondering whether to fill in the concrete holes and use metal supports bolted to the concrete would be the best way to fix this.

Probably the easiest to do

Easier would be to drill and bolt new metposts onto the solid concrete and add new wooden fence posts
Fill in the old holes
