gas central heating not working

All rads are not heating up still cold, have bled them all, water pump working checked the header tank there is enough water which is hot there is a pipe which hangs over the tank and the water coming from this pipe seems to splutter into the tank quite violently. can anyone help !!! please, have tried to find the valve to bleded the system but can't find a valve in the loft

I believe to bleed (drain) the system the valve is at the lowest point under the floor.
You say the pipe that goes into the expansion tank "splutters" and that the water in the tank is warm, that is cause for concern, i am not a heating engineer but i know this to be true because i just looked up this for you, look at the 5th "bullet" on the list, it says what that pipe is for.
