Does grass seed need to be buried in soil? I was working at aplace where they laid grass seed down but put it ontop of the soil, I have a couple of patchy bits and wondered if I could sprinkle some grass seed down? I always thought you'd need to rotivate the ground etc

If it's just a few patches, you can get a patch pack. Evergreen has one - costs a few pounds, with full instructions. You just rake the seeds in a bit and leave them to germinate. The most annoying thing about grass seed is that birds like to eat it but the Evergreen stuff contains a bird repellant.
 
Most builders/ developers will never waste their time raking it in too much or rolling at all. It does not give great results but looks good in the short term before it sinks all over and weeds appear everywhere. But they are long gone by then.

as a very rough rule of thumb, seeds do best if they are buried in a depth equivalent to their own size

so a broad bean is planted deeper than begonia seed,

this protects it against drying out before it has put a root down

covering grass seed protects it from common garden birds as they don't dig or scrape. If they can't see it they don't eat it.

when sowing a lawn, the ground should be firm and flat, you only need to loosen or rake the surface.

if you are seeding bare patches, rake up the surface first, and thinly cover the seed, e.g. by sprinkling fine compost or dry soil over it.
