If you mean the pipe coming out of the bottom of the f&e tank yes.
To give exact pipe layout advise pic's are really required.
Have to continue tomorrow need my sleep now.

Hi your boiler has four pipes connected to it, two from the top connections and two from the bottom connections.

The two which are the flow and return pipes to the cylinder remove from boiler, connect the new 15mm cold feed/expansion pipe which you bring down from the bottom connection of the f&e tank to the bottom connection of boiler, connect the new 22mm pipe from over f&e tank to the top connection.

Reconnect the return pipe from cylinder to the return pipe from heating circuit, make sure this is the last connection before it enters boiler (bottom connection).

The existing flow to heating has the pump fitted first followed by the three port valve, connect the flow pipe from the cylinder to this valve as per instructions which come with valve and flow to heating, the existing open vent pipe fitted to top pipe at cylinder cut off approx 150mm up and fit vent cap, cut off and cap the existing cold feed pipe from the bottom pipe of cylinder, that is the pipework now you need to wire up valve, room stat, cylinder stat, programmer, pump and boiler, and wiring center,if you buy a Honeywell mid position valve it comes with a wiring diagram.

If you Google your boiler make and model you can down load a pdf file for your boiler showing your existing and proposed pipe layout to give you more idea, hope this makes sense Good luck.
