Like it or not, council housing is a partial answer. Not necessarily big houses, but more 1 or 2 bed flats.

Who removed all the council housing and never replaced it?

Harlow has started building them again.

There are some in our area, but not as many as there needs to be and they are run by HA's.

There are HA as well but they are I think generally 8% of private new builds.
