green slime on pvc

Has anyone had to deal with pvc cables from the mid 60's that reacts with heat and produces a green slime?Not sure whether it needs rewiring as its only oozing out slightly.My governing body says it's nothing to worry about and does not affect the safety of the installation.Is this right?

It is a plasticiser usually DOP (di-octyl phthalate). There are other posts/views on this, but I worked with it as a chemical ingredient/lubricant in a rubber factory and it did have some warnings on the drums mainly concerning infertlity problems. But I am no chemist so you may need to probe further.
It could be a sign of cable degradation.
