heating pipes notched under toilet

Are heating pipes ok to be run in a notch under the floor under were a toilet will be fit. Obviously not were the screw holes are

There are guidelines for notching joists as set out in the building regulations. It is the distance from the end of the joist to the notch, and the depth of the notch that you need to worry about.
Someone will probably screw into a pipe under a bog pan when trying to fix the pan to the floor.
I would avoid it for this reason .
