Have got a fully pumped system,but the CH will only come on when the HW is on.
The motorised valve and Stats seem to working ok.
Have tried connecting stat wires together also have put wire No 4 into No 3 in the programmer which is a LP 241.
Any advice would be welcomed,could it be a progrmmer fault.

To find the fault you need a test meter to measure voltages around the circuit when the CH only is selected.

Looks like you have a 3 port valve.
You get CH along with HW which proves valve must be moving to mid position.
So progremmer and room stat OK.
The valve is not moving from mid position to CH or if it is then there is no 230v output from the valves orange wire.
This is most likely due to the micro switches in the valve head.(dirty/burnt)
One switch deals with driving the motor, second switch deals with feeding power out through the orange wire to operate boiler
With both HW and CH turned off check voltage on the valves grey wire. There should be 230v available, supplied from the programmers HW OFF terminal.

Thanks Mandate,
Actuator seem to be the problem the valve moves over to CH but no power to orange wire, when valve is in mid position & HW there is power to the orange wire.
Will a new motor retify this or do we need a new head assembly.
 
If the valve is moving the motor should be fine. If the boiler is not firing up it sounds like a dodgy microswitch so it's time for a new actuator.
