Are magna cleans fitted into heating systems just a cover up for bad installations, our heating has been maintained Wight he water checked every two years and if the system is ever drained the inhibitor is always replaced and we have no problems of oxide sludge and all the other horror stories thatyou hear of.

Modern boilers have heat exchangers and other components with narrower waterways and as such are more prone to blocking and a filter on the return does help.
You don't say what your boiler is. If it's an older model with a cast heat exchanger then you may get away without a filter as long as the water quality is maintained.
