HELLO! Tiles popping on concrete kitchen floor

:cry: Our house is 14 yrs old and the kitchen floor is concrete. When we moved in first we had lino and 6 yrs ago we laid ceramic tiles. This year the tiles popped on the floor and ( there was pile driving going on at the back of our close) there appeared to be some moisture underneath. I've had it tested for leaks etc and everything seems to be fine. The difficulty now is deciding whether or not to lay new tiles. I don't want a wooden floor but I don't want to waste time and money if the tiles are going to pop again. If there are no leaks then where is the moisture coming from :?: Any help/hints advice would be really appreciated. i'm slowly losing my will to live.
