HELP HOT WATER NOT HOT

I have aa SIME super 90 boiler and the water just gets luke warm if i turn the tap on full however if i turn the flow down the water gets very hot, But it takes a long time to fill even a washing up bowl, thus using more fuel. I have tried everything in the manual and most plumbers i know cannot help PLEASE SOME HELP ME I NEED A BATH

Is this when the heating is on?.If it's a combi boiler it should switch the heating off temporarily to use the hot water for your bath/basin etc.If the heating is still on when your running your hot water you need a man come round to change the valve in the boiler
 
I think there is a filter before the divertor valve aswell...have you tried cleaning that?

I have a similar problem where my boiler is a Vailant Turbo Max,the hot water comes out of the bathroom and kitchen tap hot if you only turn the tap on a little bit,but the bath is luke warm if you turn it on full or a little bit???the heating would not turn off the other night even though the thermostat in the hall was at below 10.
any help appreciated.
