Herringbone flooring in Cloakroom

Hi

Need to replace laminate flooring in our cloakroom after a water leak damaged the flooring and skirting. Just wondering if we need to get the toilet repaired and re-installed first and then lay the flooring around it. Or lay the flooring first and fit the toilet afterwards? The flooring we've chosen is SPC herringbone whose installation method is 5G click.

Any advice appreciated.

Lift the WC and skirting, and any other liftable fixture.
Do any painting and prep necessary.
Consider how the new flooring will stop at the threshold.
