Honeywell thermo and ideal boiler problem

Hi,
I have a ideal icos he boiler which does the heating only. The thermostat is a Honeywell HEW80 with a HC60NG relay box. The boiler status is 0, which is no demand for heat. When I put the thermostat upto 30 the red light flashes and the relay clicks on with a green light but the boiler stays the same. Status 0 as if nothing happened. I have reset everything and still no joy, any ideas please.
