Hot water taps too hot

Just moved in to a new house and when i run the hot water tap after about 10 seconds it's too hot to put my hand under. How do I fix this??

It's a combi boiler. When I open the flap at the front it only has a dial for the radiators, which i turned down just incase but had no effect on the water temp. :(

There will be a thermostat on your cylinder approx 2/3 up. Turn it down a little. The water should not be stored at less than 65 degrees so gently does it.
 
It is a combi bolier. It's a Worcester Greenstar 24i junior.

But checked the booklet and it says the water temp is fixed at 55 degrees and cannot be changed. Feels more like 70 degrees!!!
 
check it with a thermometer, hands are not good for accurate readings
