How does the shower work?

Hi I have just moved into a new property there is a shower above bath that looks like a cowboy job.
I am confused because I have an electric boiler with a tank in cupboard when I switch hot water on... the taps in the whole get hot but shower only gets hot when central heating is on via thermostat. So when radiators are on. I am really confused as could the shower be hooked up via central heating pipes?

Unclear what you mean. Can you post photos please, especially of the "tank" and the pipes and cables round it.

Have you a gas boiler?

Shower only gets hot When central heating is on via thermostat
I do not need to turn central heating on to access hot water elsewhere
