How to install a down light in a small roof space

Hi,
I would like to install a halogen style downlight in the entrance to my apartment. Unfortunately due to the location, there is only a 8cm clearance in the roof space.

Can someone give me some advice as to what options are available to me? I initially looked at a typical halogen downlight in my local hardware store, but this appears to require a minimum of 15cm, plus after searching the internet, there is a lot of concern about the fire safety and the eco factor of such types of lighting. Would LED be a better solution? Are these bright enough?
