How to stop red paint bleeding through wallpaper

The walls of the dining room in my hundred year house has the remains of red paint on the old plaster. When I first decorated I just papered over the top, but eventually the red appeared through some of the paper. I am ready to wallpaper again, but I need to stop the red bleeding through. Is an aluminium spirit based sealant the answer? If so, where can I buy this?

It would cost a fortune to put aluminium primer oever all the walls.

I'd opt for 2 coats of Zinsser Gardz. It's wonderful stuff -I haven't yet found a better sealant.

Thank you for your advice. I am awaiting now delivery of a can to try.
