How to treat this internal door (picture)

All the doors in my new home are similar to this. I think its oak.
There are paint splashes, as well as some parts feel rough.
Can I rub it down?
What do I then treat it with if I rub it down.

Fine wire wool to rub down, clean with white spirit, don't leave any metal dust behind as it can stain oak. Treatment depends on existing?

Foxhole, thanks 4 that, how do I know how it is finished, it feels a bit waxy.
It doesnt look / feel like varnish.
