Hydramax/Aqualisa Thermo Shower

New build aprox 1 year old with Hydramax thermo shower no hot water, The flat has hot water from taps bath kitchen etc but can not get any out of shower unless the immersion heater is on then water is red hot.

Tank has two immersion heaters

Please help..
