Hydrangea Pruning

Hi,
I was told that hydrangeas only flower on new growth in the second year, and this would appear to be bourn out by the two bushes in my garden which were cut back last year and are not flowering this year on all stems.

The questions is, are you supposed to cut the dead flowered heads off when they die back, or just leave them?

If you don't cut them off, they seem to hang on all winter and are still there in the Spring and look rather unsightly. :confused:
