I Keep hitting my Head on Newel post - Can I cut it off ?

Hi all
I've just moved into a new house and 2 removal guys hit their heads quite badly and I've hit my head 3 times already on the blimmin Newel post that hangs very low down in the utility room. It's a very dangerous design in my opinion and I'm amazed it got through building regs at all !
The house is less than 5 yrs old.

Is it possible to cut it flush to the the sloped ceiling without weakening the staircase?

Yes cut it off flush though might want it say 5mm proud to make it look a bit better.

I'd leave an inch on it as its a socket joint.
