inadequate toilet flush

Hi,
I have a nasty problem with a quite new close coupled WC. It doesn't seem to flush with enough water or power to clear fully.

It clears ok if I give the flush lever a second pull while it is flushing, but the tenants in the flat don't have the knack, and the pan is getting badly stained and smelly (!). Does anyone have any suggestions (apart from new tenants)? I think I might need a bigger cistern.

what type of flush valve is it syphon, flapper etc ?
may not be set on a full flush.
 
Pretty sure it's a syphon flush. I tried to increase the water amount using the ballcock, but this didnt help.Are there other adjustments I can make?
