You (or your agent) can only inspect visually and not can not go on to his roof or touch it without express permission from the neighbour
If you want a proper professional report and opinion then you will need to erect scaffold or find a surveyor willing to use a cherry picker
A roofer wont tell you anything of value (no offence to roofers)
But most of all, no-one at all will be able to tell you that the work has affected the value of your property - because it wont have
All this will cost you about £1k to tell you nothing at all
