Have discovered under laminate flooring in extension in property a drainage inspection hatch. Have not opened it but outside there is a new drain hatch in the floor about 10 inches across with an openwork grid cover and inside is another pipe which has a cover which looks as if it can be opened to gain access to flush out or put a rodding pipe down. Is the original inspection hatch in the property therefore legal. Does not seem to have been any problem previously but before putting down new flooring wanted to make sure it is legal and safe.

Normally, it would be a sealed lid to stop any smells, and not covered up ..... a type where the flooring would be laid in the lid and all you see is the outline.
You can cover it up though, and just remember where it is.

Thanks for that Woody, puts my mind at rest knowing it is okay to do this, will make sure it is sealed, no smell coming from it though at present and no sign that it has ever overflowed. Thanks again.

Strangley enough I did notice screw holes in the lid today but could not see the screws because of bits of broken render so will hoover them out and check. Many thanks.
If it is not screwed down or screws are missing, then screws or entire cover really should be replaced. Should a problem occur the cover, if not secured, can lift, spewing effluent into the room. Not a pleasant occurance.... 
The location of the manhole on the run will determine if that is a possibility - ie at the end of a run
Can depend on the system and lie of the land. Seen a mini chamber spouting a fountain of sewage, (luckily in a garden), although at the head of the run, the lie of the land meant it was the lowest point of exit once the water had found its own level..... Pump station had packed up, approx 60 houses worth that had backed up.
