Hi,
The ground floor insulation resistance is very low, and the reading climbs slowly from about 1mo to 4mo. The flooding was bad, as the plaster is wet half way up the wall. Can this be a possible reason? The cabling looks in good condition (grey pvc, old colours) and I have unplugged everything I can find (dont think there are any neons about). Any thoughts?
Many thanks, Mike.

Junction box or damaged cable under the floor?

It could well just be a bit of residual damp within the sockets / boxes.

1Mohm is considered to be an acceptable reading, but only just.

Can you leave the circuit to dry out for a bit longer, or disconnect the worst affected parts for the time being?

I would open all accessories, dry them up and clean up any residue left by the flooding as best you can. Also if you can get into the underfloor space I would search it for any wiring bits and do the same to them.
